2 Terms of Reference
• Make introductory visits to the relevant offices (Ministry of Agriculture and Livestock Development, GTZ Plant Protection Project, German Embassy, GTZ Office) and reach agreement on the assignment.
• Accompany the prospection measures with consideration given to:
- the efficiency of the prospection team as regards the size of the team and data collection
- the role played of GPS and maps for specific route planning
- communication of the data to the Head Office in Lilongwe and other relevant units and organisations (e.g. IRLCO-CSA, FAO)
- assessment of the logistic resources (condition, suitability of vehicles for the terrain)
• Accompany the control measures with consideration given to:
- efficiency of control (mortality rates)
- appropriateness and quality of the application equipment and methods
- quality of the application and knowledge levels of the staff deployed
- appropriateness of the composition of the application team (size, training background)
• Prepare a final assessment of the strategy applied in Malawi and if appropriate make suggestions for modification or improvement (consideration was to be given to the cost-effectiveness as well as to the efficiency of the measures)
